Abstract: [Purpose/Significance] The advent of the algorithmic society has put forward new goals for individual development, while algorithmic literacy helps to enhance the ability of individuals to interact with algorithms, open up new paths for individuals to enhance algorithmic cognition and skills, cope with algorithmic social risks, and the source governance of algorithms. In view of the limitations of algorithmic literacy concept in current studies, the connotation and elements of algorithm literacy need to be further discussed. [Design/Methodology] Based on the theory of "human-centered AI" and the framework of Key Competencies focusing on individual development, this paper defines the connotation and elements of algorithmic literacy from the perspective of multiple stakeholders. [Findings/Conclusion] Algorithmic literacy consists of three dimensions: thinking level, attitude level and knowledge level that individuals interact with algorithms, and the components of three dimensions differ depending on the target stakeholders such as algorithm producers, algorithm users and algorithm regulators. The future research related to algorithmic literacy can be deepened in three directions: theoretical research, literacy cultivation and algorithmic governance. [Originality/Value] Based on the perspective of multiple stakeholders, this study initially explores the connotation of algorithmic literacy and proposes a framework of algorithmic literacy elements consisting of thinking, attitude and knowledge for multiple stakeholders such as algorithm producers, algorithm users and algorithm regulators, which provides guidelines for promoting future algorithmic literacy research, accelerating algorithmic literacy improvement and assisting algorithmic governance.
