A Framework for Identifying the New Digital Divide Within the Context of Generative Artificial Intelligence ( GAI )

Abstract: [Purpose/Significance] The objective of this study is to identify the manifestation and core content of the emerging digital divide in the context of generative artificial intelligence, aiming to provide enlightenment for solving the cognitive and action plight of the digital vulnerable groups. [Design/Methodology] Based on the "Cognitive-behaviorism" perspective, the paper constructed a framework using the method of large-scale literature research. [Findings/Conclusion] A "Cognition-Access-Utilization-Evaluation"(CAUE)framework is constructed to identify and analyze the three-level indicators of the new digital divide in a generative AI environment. According to the analysis results, the countermeasures and suggestions are proposed, while the future research prospects are also discussed. [Originality/Value] This paper proposes a framework for identifying and analyzing the new digital divide in the context of generative artificial intelligence, and provides references for solving the problems related to the concept discrimination, form recognition and bridging paths of the new digital divide.
