Abstract:

Some new features of informatization were emerging in 21st century, and in this paper, we summarize those as “new generation of informatization measurement”. Firstly, based on three dimensions such as (1) the worldwide new technology, policy, and socioeconomic background; (2) theories and practices of the new measurement; and (3) practical results of the new measurement, this paper analyzes this concept from a global vision and demonstrated why and how this concept can be established. Secondly, the two main theoretical models of new generation of informatization measurement are analyzed. The results show that, these models are not perfect ones without breakthroughs. Based on the analysis above, this paper summarizes the new generation of informatization measurement in four main features: deeper understandings of measure objects, the expansion of the measure range, the changes of measure points, and the international cooperation in new generation of informatization measurement.
