摘要:

在国家倡导“小政府,大服务”的理念下,基层公共文化服务实行社会化管理是对公共文化服务供给模式的创新与探索。通过运用竞争情报领域的SWOTPEST方法,在系统思想的指导下,综合分析在政治、经济、社会、技术等因素的影响下,基层公共文化服务社会化管理所面临的优势、劣势、机会和风险,并建立SWOTPEST分析矩阵,找出当前基层公共文化服务社会化管理存在的问题,进而提出针对性的发展策略,以期能为我国基层公共文化服务事业的发展提供决策参考。

Abstract:

Under the concept of “the small government and big service”, the grassroots public culture service starts a new exploration in the model of public cultural service, which is called social management. Through using the SWOTPEST analysis method in the field of competitive intelligence, this paper analyze the strengths, weaknesses, opportunities and threats of social management in grassroots public culture service from the perspectives of politics, economy, society, technology. Then by forming the analysis array, this paper fond out the problems of social management in grassroots public culture service, and proposed some pertinent developing strategies to provide references for the development of Chinese grassroots public culture service.
