政府网站建设对政府透明度影响的实证研究——来自西部某省县级政府网站评价的证据

摘要：

本文针对政府网站建设与政府透明度之间的关系进行探讨，选取了我国西部某省126个县级政府网站作为实证研究对象，通过对网站建设的现状进行测评，从而验证网站建设的各维度与政府透明度之间的关系。结果表明：政府网站建设中的网站栏目设置、网站可访问性和网站访问速度三个维度对政府透明度具有显著的正向影响，而网站功能导航对政府透明度的影响作用不显著；此外，网站类型、经济发展水平（GDP）两个控制变量对政府透明度也具有显著影响，且不同类型的政府网站在透明度上存在着明显的差异。根据上述研究发现，提出了科学合理的对策建议。

Abstract:

This paper analyzes the relationship between the government website construction and the government transparency by choosing 126 countylevel government websites in a western province as the object of this empirical study. Therefore, on the basis of evaluations of the current situations of website constructions, the relationship between the website construction and government transparency for each dimension is verified.The results show that in the government website construction, the website column setting, the website accessibility and the access speed, as three dimensions in this study, have significantly positive impacts on government transparency, while the website function navigation does not have a significant impact on government transparency. In addition, the types of websites and GDP, as two controlled variables, also have significant impacts on government transparency. In the meanwhile, there are also obvious differences in transparency for different types of government websites. On the basis of above research findings, scientific and rational suggestions are put forward in this paper.
