“借船出海”还是“造船出海”? 我国学术期刊国际化进程研究

"Borrow a Boat to Sail" or "Build a Boat to Sail": A Study on the Internationalization Process of Academic Journals of China

摘要: [目的/意义]当前我国科研人员国际期刊论文发表的数量与影响力已处于全球领先地位,但仍面临着科研人员国际发文需求与我国国际期刊规模失衡、论文外流现象凸显、我国国际期刊影响力有限等诸多挑战。在此背景下,如何从国际论文大国成长为国际期刊强国是我国学术期刊国际化建设中需要着重突破的难点。[研究设计/方法]对Web of Science三大索引数据库收录的中国大陆地区284种国际学术期刊进行研究,比较了国内外出版商在推动我国学术期刊国际化过程中所发挥的作用。[结论/发现]国外出版商在推动我国学术期刊国际化方面起到了重要带动作用,但国内出版商也呈现蓬勃发展态势。结合学科领域来看,自然科学领域内国内出版商已形成一定“造船出海”规模,而人文社科领域“借船出海”现象更为明显。在国际化效果上,国外出版商出版的我国国际期刊整体学术影响力更高,国际合作率更高,国际传播范围更广。提出了我国学术期刊国际化要以政策引导、平台建设、机制优化为支撑,既在现阶段充分利用“借船出海”策略,又积极推动未来的“造船出海”转型,以服务科技自立自强的国家战略。[创新/价值]从国内外出版商对比的视角对我国国际学术期刊进行了系统剖析,从而为推进我国学术期刊国际化提供参考。

Abstract: [Purpose/Significance] Currently, the scale and influence of papers published by Chinese researchers in international journals have been in a leading position in the world. However, there are still some challenges faced, including the imbalance between the scale of Chinese international journals and the need for publishing, the prominent phenomenon of paper outflow, and the limited international influence. Against this backdrop, how to grow from a major country in international paper publication to a strong journal country is a difficult point in the construction of the internationalization of academic journals in China. [Design/Methodology] This study investigates 284 international academic journals from the China Mainland indexed in the three major Web of Science databases, comparing the roles of domestic and foreign publishers in promoting the internationalization of Chinese academic journals. [Findings/Conclusion] Foreign publishers have played an important role in promoting the internationalization of Chinese academic journals, but domestic publishers are also showing a vigorous development trend. From the disciplinary perspective, domestic publishers in the natural sciences have formed a certain "build a boat to sail" scale, while the phenomenon of "borrow a boat to sail" is more obvious in the humanities and social sciences. In terms of internationalization effects, academic journals of foreign publishers generally have higher academic impact, higher international collaboration rate, and broader international dissemination range. Based on the research results, this paper proposes that the internationalization of China's academic journals should be supported by policy guidance, platform construction, and mechanism optimization. It is necessary to fully utilize the "borrow a boat to sail" strategy at the current stage, and actively promote the transformation to "build a boat to sail" in the future, in order to serve the national strategy of becoming self-reliance and self-improvement in science and technology. [Originality/Value] The innovation of this study is reflected in the systematic analysis of China's international academic journals from the perspective of comparing domestic and foreign publishers, thereby providing a reference for promoting the internationalization of China's academic journals.
