生态协同视角下政府开放数据应用创新研究

摘要: [目的/意义]政府开放数据的发展已然取得了明显的成效,但如何利用政府开放数据进行大规模的应用创新仍然存在诸多挑战。对数据应用创新过程的探究对提高我国数据开放水平和各方参与积极性具有意义。[研究设计/方法]基于生态的视角从理论层面构建了政府开放数据应用创新生态体系和协同体系,并对其运行机制做出理论阐释。[结论/发现] 政府开放数据应用创新生态体系由应用创新主体、生态环境、资源要素和成果要素构成,各主体在资源、功能和活动上构成三元双向协同结构,需要一套转换机制和循环动力机制以保证各大模块的有序连接和持续运行。[创新/价值]在机制框架上讨论政府开放数据应用创新过程和协同过程,为后续开放数据应用创新的实施路径提供参考。

Abstract: [Purpose/Significance] The development of government open data has achieved obvious results, but there are still many challenges in how to use government open data for large-scale application innovation. The exploration of the data application and innovation process is of significance to improve the level of data opening and the enthusiasm of all parties. [Design/Methodology] Based on the ecological perspective, this paper constructs the government open data application innovation ecosystem and collaborative system at the theoretical level, and makes a theoretical explanation of its operation mechanism. [Findings/Conclusion] The government open data application innovation ecosystem is composed of application innovation subjects, ecological environment, resource elements and achievement elements. Each subject forms a three-dimensional two-way collaborative structure in terms of resources, functions and activities. A set of conversion mechanism and circulation power mechanism are required to ensure the orderly connection and continuous operation of each major module. [Originality/Value] This paper discusses the innovation process and collaborative process of government open data application on the mechanism framework, and provides references for the implementation path of subsequent open data application innovation.
