Abstract: ［Purpose/Significance］This paper intends to explore the influence of political and social collaboration on the effectiveness of public digital culture services, and understand the mechanism of service efficiency improvement from public perspective.
［Design/Methodology］This study explored the governmental and social subjects’ influence on the effectiveness of public digital culture services with the use of holistic governance theory. Focused interview and questionnaire survey were applied to collect data, and structural equation modeling was used to find out the influence of governmental and social collaboration variables on service content,service guarantee,public information literacy and service effectiveness.［Findings/Conclusion］It has been found that governmental and social collaboration have impacts on service content and service guarantee, and public information literacy is obviously affected by service content and service guarantee. Moreover, public literacy directly affects service efficiency. 
［Originality/Value］This paper is helpful for understanding the co-effect of government and society on service effectiveness, which could provide a reference for practice.
