Abstract:

In open government data environment, sorting out the concept, system and connotation of data governance is helpful for understanding the current development trend and main problems faced by the government data development and utilization. By concepts tracking and development comparison between concepts of information management and data governance, this paper aims to define theconceptual framework of data governance, focusing on the connotation of government data governance by views from the scope of objects, technical impacts and business activities, stakeholders, risk response, and organizational culture. Meanwhile, this paper also analyzes the main content and specificitiesof government data governance in detail in open data environment from multiperspectives, such as complicated environment,boundary extension, adjustment of multisubject and reconstruction of laws and regulations in the course of government data governance, then points out the main problems and countermeasures at present.
