Abstract: [Purpose/Significance] Existing research has realized the impact of innovation on the government data open performance （GDOP）, but there is little analysis of the influencing mechanism. This paper attempts to analyze the impact of exploratory and exploitative innovation separately on GDOP, and the impact of the balance and complementary effect, so as to provide reference for the practice. [Design/Methodology] Based on literature review and binary innovation theory, a theoretical model was constructed. Data on civil servants were collected from Beijing, Chengdu and Guiyang through a survey, and data analysis was performed using the Smart PLS 3.0 software,. [Findings/Conclusion] We find that:（1）exploratory and exploitative innovation separately has a significant positive impact on GDOP, while exploitative innovation has a stronger impact;（2）the balance effect, complementary effect has a positive impact on GDOP, but the complementary effect will only be stimulated when exploratory innovation and exploitative innovation are in a highly balanced state ;（3） Exploratory innovation, exploitative innovation has a significant impact on readiness, but balance effect, complementary effect has no significant impact on readiness; exploratory innovation, exploitative innovation, balance effect, complementary effect has a positive impact on the execution. [Originality/Value] This study identifies the mechanism and boundary of the influence of dual innovation on GDOP, and provides a new idea to explore the improvement of GDOP.
