摘要:

将“3E”理论引入图书馆绩效评价能够提高图书馆绩效评价的科学性、合理性和可靠性,从系统论角度考察图书馆绩效评价能够有效整合现有图书馆绩效评价理论和评价体系。文章在回顾了国内外图书馆绩效评价研究现状的基础上,分析了将“3E”理论引入图书馆绩效评价的可行性,构建了基于“3E”理论的图书馆绩效评价模型、评价指标和评价方法,指出了基于“3E”理论的图书馆绩效评价研究内容。“3E”理论与图书馆绩效评价高度契合,可以从系统论角度将图书馆系统分为资源(投入)、服务(产出)和效果三个核心要素,并设计相关评价模型、指标和方法进行绩效评价,指导图书馆绩效评价研究和实践。

Abstract:

In order to improve the scientificity, reasonability and reliability of library performance evaluation, this paper introduces “3E” theory into library performance evaluation. From the perspective of system theory, the evaluation of library performance can effectively integrate the existing theory and evaluation system of library performance evaluation. Based on the library performance evaluation research status of the world, this paper analyzes feasibility of bringing in “3E” theory to library performance evaluation, builds evaluation model,evaluation indicator and evaluation method, and points out the research contents of library performance evaluation.The theory of “3E” highly fits the performance evaluation of the library. From the perspective of system theory, the core three elements of library system are resources (inputs) and services (output) and the effect. This paper designs relevant evaluation model, index and method of performance evaluation, which can guide the performance evaluation of library research and practice.
