Abstract: ［Purpose/Significance］With the launching of the Regulations of Scientific Data Management in China, it has been of great importance to establish an effective framework to balance rights among various stakeholders and motivate cooperation which is significant to promote the regulation enforcement.［Design/Methodology］Typical foreign policies of opening scientific data are taken as sample in this study. After organizing the policy text, elements of cooperation and division of labour are explored and discussed.［Findings/Conclusion］Policies of open scientific data in China could be promoted by improving stakeholders’ participation, accelerating the construction of high-level data centers and data services, practically protecting researchers’ data rights and insuring data security.［Originality/Value］This study provides reference for the practice and policy-making of opening and sharing scientific data in China.
