Abstract: ［Purpose/Significance］Based on the theory of holistic governance, this study explored the influencing factors of the equalization of Internet service capabilities of various provincial governments. It has great theoretical and practical significance for promoting the digital balance construction of local governments, facilitating the modernization of government governance capabilities, and building service-oriented governments.［Design/Methodology］This paper proposed an analytic model for the equalization development of provincial government Internet service capabilities from the two dimensions of provincial overall planning pressure and data-driven capability. Relying on various data from 27 provincial administrative regions across the country in 2018 and 2019, this model was empirically tested with the use of regression analysis.［Findings/Conclusion］It has been found that the overall planning at the provincial level could promote the equalization of the Internet service capabilities of local governments within a province. Especially when local governments respond to public needs with information technology, strong overall planning could promote coordinated development between regions, while data-driven capability enhances the equalization level of government Internet service capabilities through the interaction with the overall planning pressure.［Originality/Value］This article analyzed the development of governments’ Internet service capabilities from the perspective of equalization. It has enriched relevant research on the Internet Plus Government Services initiative and deepened the understanding of local governments’ use of policy norms and information technology to cooperate in the construction of governments’ Internet service capabilities within a province.
