Abstract: ［Purpose/Significance］Typical risk events of library development are analysed to provide references for insuring scientific regulations on library development risks.［Design/Methodology］Based upon the key risk factors in library development, this article studies risk events' formation and risk factors' action mechanism by using the case study method and literature research method. ［Findings/Conclusion］The Resource, user, service, management and environment are the key risk factors of library development. The correlation, superposition, and iterative changes of such factors may lead to the amplification, spread and mutation of risks, and trigger the risk events. ［Originality/Value］After analysing the formation mechanism of risk events, this research, orienting to the libraries' future development, proposes the idea of preventing risks, avoiding risk consequences, and regulating the library development risks.
