Abstract: [Purpose/Significance] The article intends to systematically review the research about privacy risk of open government data at home and abroad, aiming to provide references for future study. [Design/Methodology] Through literature research, inductive comparison, logical analysis and other methods, this article examined the research themes, research theories, research methods, research perspectives and scenarios of current study, and analyzed the research shortcomings and development trends. [Findings/Conclusion] Current research themes basically cover all processes of risk management, but there is still a lack of empirical study on practice of risk governance, the reliability of risk assessment, the accuracy of risk measurement, and the effectiveness of risk governance. The research perspectives and theories are diverse, but mainly focus on their respective disciplinary perspectives, and the research methods are diverse. Future research needs to refine the research scenarios in different fields, levels and classifications, and integrate interdisciplinary research methods, explore the implementation path of new governance models, and strengthen research on governance effectiveness evaluation. [Originality/Value] It is pointed out that open government data privacy risk governance should be approached from a full process perspective, focusing not only on the privacy risk governance process, but also on evaluating the effectiveness of privacy risk governance, in order to enhance government governance practice capabilities.
