Abstract: This article examines the mechanism of multiplier effect of data elements in emergency management and its activation pathway.We initially delineate the key features of data elements and their implications for emergency management. Subsequently, we delve into the mechanism of the multiplier effect, considering the DIKW（Data-Information-Knowledge-Wisdom）model, emergency management activities, and the interaction and integration of data elements with other components. Finally, we put forth potential paths for activating the multiplier effect, including scenario pulling, digital enterprise driving, technological innovation, and up-and-down differentiation.
