Abstract: Only when public data is fully supplied and efficiently utilized in the market and society，can its value be released to the greatest extent. Based on field research，this paper conducts some preliminary discussions on the path and purpose of public data resources supply. This paper proposes that on the supply path, the two methods of public data openness and authorized operation each have their own applicable data types and usage scenarios. They need to be coordinated and promoted to give full play to their respective strengths, and should not replace or squeeze each other. On the purpose of supply, government should focus on empowering the market and society with public data as much as possible, thereby creating more comprehensive and long-term value, rather than just focusing how many benefits have been "realized" by public data for the local or department in short term and on a limited scale.
