How to Get Out of AIGC's "Collingridge Dilemma": Full Process Dynamic Data Compliance Governance

Abstract: [Purpose/Significance] The rapid development of AIGC has brought many security risks and regulatory problems in cyberspace. The establishment of a full process dynamic data compliance governance mechanism in line with the development trend of AIGC will help AIGC go out of the "Collingridge dilemma". [Design/Methodology] In this article, based on sorting out the enabling and safeguarding relationship between AIGC and data governance, as well as analyzing AIGC's "Collingridge Dilemma" regulation game in the international practical experience of AIGC regulation, the path of innovative development and regulation of AIGC is explored. [Findings/Conclusion] Whether it is the stringent regulation imposed by the EU, the cautious regulation of China or the industry self-discipline of the United States, the limitations of regulation become evident in different dimensions. We can adapt the dynamic development trend of AIGC through employing the dynamic regulation means of the whole process, and we can establish the full process dynamic regulation mechanism of AIGC based on data compliance governance to get out of the AIGC's dilemma. [Originality/Value] The AIGC dynamic regulatory mechanism based on data compliance governance can continuously improve the regulatory system and tools, and provide ideas for the specific application fields of AIGC related technologies.
