Domestic and International Study on Personal Information Protection

Abstract: [Purpose/Significance]In the era of big data, personal information has become a kind of important social resources. Threats of big data to privacy have been paid extensive attention to all over the world. It is universally believed that personal information protection needs to be enhanced. Construction and improvement of personal information protection system have become the main targets of all governments.[Design/Methodology]With the use of text analysis and comparative analysis, generalization and summarization have been made for regulations and laws, strategic plans, and industrial standards in this area. Besides, an indepth analysis has been conducted on the concepts of personal information, as well as the developing and evolutionary route of personal information protection policy system.[Findings/Conclusion]It has been found that personal information protection system abroad evolves with the development of information technology, which could be segmented into four stages including infancy stage, exploration stage, continuous improving stage, and comprehensive protection stage. In China, the policy system of personal information protection consists of policy strategies, action plans, regulations and laws, industrial standards and so on, which is a heterogeneous, multifield, and widely distributed protection mode. It is time for us to catch up with the opportunities in the big data era, and explore new approaches for personal information protection.
[Originality/Value]An indepth analysis has been conducted on the evolution and development of the policy system for personal information protection abroad. It also tries to seek developing direction for the policy of personal information protection in China.
