摘要:

美国宽带技术机会项目作为缩小全国数字鸿沟、扩大宽带互联网获取和使用的国家公共项目,为公共图书馆提供了综合社区基础服务设施项目、公共计算机中心项目、可持续宽带采用项目三种类型的资助项目服务,并通过严格的横向——国家、政府、社会三位一体——协同监管系统和纵向——从申请BTOP项目之前到申请成功,到实施再到最终项目结束——全过程式监管来审查公共图书馆数字包容项目的实施。但是公共图书馆推动数字包容服务也需要同利益相关方合作才能保证服务项目的可持续发展,NTIA提供了具体的项目推广方法以供图书馆借鉴和参考,主要是通过对公共图书馆BTOP资助项目推广活动的三大流程分析和六大目标匹配来确定BTOP推广方法,鼓励构建利益相关方合作关系来提高公共图书馆数字包容服务的效能和可持续性。

Abstract:

The Broadband technology opportunities program is a national infrastructure construction project and put forward to narrow the digital divide, expand the access and usage of broadband internet. The BTOP promotes the improvement of digital inclusion in the public library, and provides three types of fund projects: Comprehensive Community Infrastructure, Public Computer Centers,Sustainable Broadband Adoption. Meanwhile, it supervises the implementation status of these projects through the strict supervision and management system of the trinity and overall process models. The trinity model refers to the supervision of the nation, government, and society. And the overall process model refers to supervising projects from start to the end of it. But the promoting digital inclusion of public libraries need cooperate with other stakeholders for the sustainable development of BTOP projects. So NTIA provides some specific promotion strategies determined by three analysis processes and six goals. Public libraries can reached cooperative relationships with stakeholders by taking these strategies to increase efficiency and sustainability of digital inclusion projects.
