Abstract:

Open data contributes to open government, innovative economy, and intelligent transformation of society, and draw much attention all over the world. The paper takes discourse analysis and case study as research methods to investigate into progress of open data of provincial governments in China by concluding their policies, open data platforms and implications. The paper presents lack of systematic policies, limited open data, public interaction and participation as current problems. Thus, the paper proposes that governments should establish systematic institutes and organization framework optimize open data platforms and develop cooperative sharing and access mechanism to improve open data from layers of organization, platform and implication.
